Part J (Section J) Energy Efficiency

Section J, also known as Part J, is the energy efficient chapter and requirements in the Building Code of Australia (BCA) for commercial buildings, classes 2 - 9. It does not apply to residential buildings.

Section J comprises of the following:

Part J4 - Building Fabric

  • Roof and Ceiling Construction
  • Roof Lights
  • Walls and Glazing
  • Floors

(In most cases, insulation, walls and roof insulation, is required to keep the temperature in a building less prone to outside temperature fluctuations.)

Part J4 - Walls and Glazing

  • Two methods for checking compliance subject to class of building
  • Shading is also important
  • Wall-Glazing calculations and energy modelling.

Part J5 - Building Sealing

  • Chimneys and flues
  • Roof lights
  • Windows and doors
  • Exhaust fans
  • Construction of roofs, walls and floors
  • Evaporative coolers

Air Movement has been removed from Section J Chapter.

  • Generally applicable for multi-residential buildings

(This part requires that the openable window area equals or exceed a certain 5% of floor area.)

Part J6 - Air-conditioning and Ventilation Systems

  • Air-conditioning and system control
  • Mechanical ventilation system control
  • Fans and duct systems
  • Ductwork insulation and sealing
  • Pump systems
  • Space heating and chillers
  • Unitary air-conditioning equipment these include splits systems and variable refrigerant flow systems.
  • Heat rejection equipment

(Energy efficient air conditioning and ventilation systems with proper controls (like the inexpensive time switches, thermostats) are required to pass the requirements. They also must comply with MEPS)

Part J7 - Artificial lighting and power

  • Interior artificial lighting
  • Interior artificial lighting and power control
  • Interior decorative and display lighting
  • Artificial lighting around the perimeter of a building
  • Boiling water and chilled water storage units
  • Lifts
  • Escalators and moving walkways

(Simply speaking, you need good energy efficient lightings, time switches and motion detectors to comply. Normal light bulb in most cases will not comply.)

Part J8 - Hot water supply and swimming pool and spa pool plant

·      A time switch must be provided to control the operation of a circulation pump. (Need a proper energy efficient system to comply with a micro-processor based system)

Part J10 - Energy monitoring and on-site distributed energy resources

·      Energy monitoring other than billing purposes

·      Facilitate easy retrofit of renewable energy and electric vehicle charging equipment

·      Provide electrical distribution boards dedicated to serving EV in a carpark Class 2, 3, 4, 6, 7b, 8 or 9. These boards to have ability to manage and schedule charging EV in response to total building demand.

·      Table J9D4 Clause expectation is 1-off DB for every 24-off vehicles. For example: a basement carpark with 40-off car parking spaces, will require 2-off electrical DBs.

·      Facilities for solar photovoltaic and battery systems.

·      Electrical DB to have at least two empty three-phase circuit breaker slots and four DIN rail spaces labelled to indicate the use of either solar photovoltaic and battery system.
